Wolf Pamphile
Wolf Pamphile is the Founder and Executive Director of Haiti Policy House, a Washington, D.C.-based think tank advancing research and policy solutions focused on Haiti’s foreign relations, security, and economic development. Under his leadership, the organization has grown from a grassroots initiative into a nationally recognized voice, delivering briefings to the U.S. State Department, National Security Council, USAID, foreign governments, multinational organizations, and members of Congress.
Wolf led the think tank in securing two strategic partnerships with Florida International University’s Jack Gordon Institute, and one with a leading research center in Haiti, Center for Technical Planning and Applied Economics (CTPEA)—to deepen on-the-ground collaboration and generate evidence-based analysis. He also oversaw the publication of original articles examining Haiti’s security crisis, trade vulnerabilities, and regional role in Caribbean geopolitics.
Prior to founding Haiti Policy House, Wolf worked at the U.S. Department of Commerce, where he managed strategic planning and global outreach initiatives. He was awarded the 2023 Director General’s Award for his work promoting international trade and inclusion across underserved communities.
